Re-export a public surface

Prefix an item import with pub to re-export it. A facade can therefore present a stable public surface while its implementation remains split across modules.

Only public declarations can cross this boundary. Re-exporting does not copy an item; callers retain its original types, defaults, and declaring-module identity.
