Headers and libraries

Header paths, search roots, library linkage and target selection belong to native build inputs. Source annotations such as @include, @link and their static or platform variants have been retired and are rejected.

The current source runner does not yet provide native-module configuration. LLVM tool locations belong in [toolchain.llvm] in moon.toml; that setting does not itself import a header or load a library.

The declaration below can be checked as source. Calling it needs an implementation and a native binding; adding a source directive cannot provide either.
